(Checkbox Form Field State)
This element specifies the current state for a checkbox form field. This value shall be used to specify the current value for a checkbox as explicitly chosen for that checkbox, as opposed its default value, which is specified using the <default>
element (§2.16.12).
If this element is omitted, then the parent form field checkbox has no state, and its state shall be determined based on the value of the default element in the checkbox form field properties.
